什么是最惠国待遇？(a most favored nation?)
“最惠国”一词是指一国给予另一国的一种地位，表明该国将在贸易中享有特定利益。通常，这采取的形式是降低进口税（称为关税）和提高进口商品配额。这意味着被给予最惠国待遇的国家与任何其他获得最惠国待遇的国家平等。通常在一个国家希望增加与另一个国家的贸易时给予。
在1994年世界贸易组织（世贸组织）成立之前，大多数潜在的贸易协定都是由关税及贸易总协定（GATT）调解的。关贸总协定成立于二战后的1949年。当时，有关国家曾试图通过谈判达成一项协议，成立国际贸易组织（ITO），但以失败告终。在联合国的调解下，关贸总协定随后成立。世贸组织仍然按照关贸总协定的主要原则运作，是目前负责执行任何跨国公司协议的机构。。
给予最惠国待遇的主要目的是出于外交原因或改善两国之间的贸易。这样做有很多好处，其中最重要的是可以改善与一个国家的关系。其他优势包括易于计算费用，对任何享有最惠国待遇的国家征收相同的关税和进口限制，因此无需采用不同的计算费率。它还为可能无法单独达成或谈判更好的贸易协定的小国提供了平等的市场，并防止不同国家之间的任何潜在分歧导致它们以更高的关税进行报复。。
尽管最惠国待遇有其优点，但也有其挑战和潜在的缺点。一个缺点是发展中国家可能无法跟上出口。有人建议根据关贸总协定给予发展中国家优惠待遇，但很难加以规范。其他潜在冲突发生在先前的争端或分歧领域，如战争，这导致两国有替代性的理由不进行贸易。其中一些问题被视为例外情况，并以修订或废除冲突原则的形式加以解决。。
其他问题涉及区域贸易。一些组合，如欧盟，它们之间的贸易比成员国和其他国家之间的贸易自由得多。北美自由贸易协定（NAFTA）的其余部分在美洲也出现了类似的情况。这些问题通常被视为例外，但在未来可能导致不同形式的贸易。例如，美国已经将最惠国待遇重新命名为永久正常贸易关系，这仅仅是因为大多数国家已经获得了最惠国待遇，而且这一术语似乎已经过时。。
