如何联邦预算程序应该是有效的(federal budget process is supposed to work)
在2018财年，美国联邦政府预算承诺支出高达4.09万亿美元。根据总收入估计为3.65万亿美元，政府将面临约4400亿美元的赤字。
显然，花这么多纳税人的钱需要仔细考虑并严格遵循预算流程。民主的理想是，联邦预算和联邦政府的所有方面一样，能够满足大多数美国人的需求和信仰。显然，这是一个很难达到的标准，特别是当涉及到这些美国人近4万亿美元的支出时。
至少可以说，联邦预算是复杂的，有许多因素影响着它。有一些法律控制着预算过程的某些方面，而其他定义不太明确的影响，如总统、国会和通常是党派政治制度的影响，在决定你的钱花在什么上起着关键作用。

总统的预算提案向国会传达了白宫对美国财政政策三个基本要素的愿景：（1）政府应在公共需求和计划上投入多少资金(2） 政府应通过税收和其他收入来源获得多少资金；（3）赤字或盈余的大小仅仅取决于支出和收入之间的差额。
国会进行了大量且经常激烈的辩论，对总统的预算提案进行了修改，提出了自己的版本，即预算决议。与任何其他立法一样，众议院和参议院的预算决议版本必须匹配。
作为预算过程的一个关键部分，国会预算决议规定了未来5年自由支配政府项目的支出限制。
国会制定年度支出法案
事实上，年度联邦预算的主要内容是一系列“拨款”，即将预算决议中分配的资金分配给各个政府职能部门的支出法案。
任何年度联邦预算授权的支出中，大约有三分之一是“自由裁量”支出，这意味着这是国会批准的可选支出。年度支出法案批准了可自由支配的支出。社会保障和医疗保险等“权利”项目的支出被称为“强制性”支出。
必须制定、辩论并通过支出法案，为每个内阁级机构的计划和运作提供资金。根据宪法，每一项支出法案都必须由众议院提出。由于众议院和参议院对每项支出法案的版本必须相同，因此这总是成为预算过程中最耗时的步骤。
国会和总统批准了开支法案
一旦国会通过了所有年度支出法案，总统必须将其签署成为法律，而这并不能保证会发生。如果国会批准的计划或资金水平与总统在其预算提案中规定的相差太大，总统可以否决一项或全部支出法案。被否决的支出法案大大减缓了这一进程。
总统对支出法案的最终批准标志着年度联邦预算程序的结束。
联邦预算日历
该计划于2月开始，预计将于10月1日政府财政年度开始前完成。然而，联邦预算程序现在往往落后于计划，需要通过一项或多项“持续性决议”，以保持政府的基本职能，并使我们免受政府关门的影响。
