通用分组无线业务（GPRS）互联网协议（IP）地址背后的两个主要概念是构成名称的两个要素。GPRS是使用全球移动通信系统（GSM）技术的移动设备与互联网连接的一种方式，用于浏览网页以及发送和接收文本消息、电子邮件和照片等数据。IP是连接到Internet时分配给设备的网络地址。因此，GPRS IP地址是指用于进行和接收数据传输的移动设备的网络分配。。
GPRS是PDP和外部数据包提供商之间的初始通信协议。PDP包含移动用户在每个活动数据传输会话期间生成的信息。此数据体系结构包含在服务GPRS支持节点（SGSN）和网关GPRS支持节点（GGSN）中。
SGSN对支持GPRS的移动设备的数据传输进行认证。它是从移动设备到服务提供商GPRS网络的数据传输联络点。GGSN充当互联网和网络之间的中介，并通过SGSM为特定移动单元分配GPRS IP地址。仅当移动单元处于活动状态时，即当移动单元通电且正在使用时，才进行此分配。
GGSN可以比作一个掩码——它掩盖了外部网络的实际GPRS IP地址。这意味着地址不是确定移动用户物理位置的准确方法。如果移动客户在漫游时连接到服务提供商的GPRS网络，或在该服务提供商的指定区域之外旅行，则该地址会给人留下用户仍在服务提供商网络内的印象。即使客户在国外旅行时通过移动服务提供商访问GPRS网络，情况也是如此。。
这与通常为计算机分配IP地址的方式有些不同。有两种类型的IP地址分配给计算机：静态和动态。对于静态IP，特定计算机有其自己的永久分配的IP地址，其他计算机从未使用过。
每次计算机连接到Internet时，动态IP地址都会发生变化，这意味着可以在不同的时间将特定地址分配给不同的计算机。无论哪种方式，分配给计算机的最终都可以追溯到特定的地理位置。该位置相当准确，除非计算机用户故意通过代理连接到Internet，代理是一种旨在掩盖用户实际物理位置的中间IP。
