什么是联合国安理会？(the united nations security council?)
联合国安全理事会是联合国的一个分支机构，有权执行法律以维护会员国之间的和平。安理会在1946年举行了第一次会议，当时有五名当选与会者代表美国、苏联、中国、法国和英国。
虽然安全理事会在许多不同的国家举行了会议，但它目前设在纽约。会员必须住在附近，以便根据需要被召集参加紧急会议。安全理事会成员被视为常任理事国或当选理事国。这不是指个人，而是指实际涉及的国家。
安全理事会必须包括上述国家的常任理事国。联合国会员国选举其余的代表。非洲国家选出三名成员，必须代表非洲、南美和亚洲国家。西欧国家从西欧国家选出四名成员。东欧代表选出一名成员。阿拉伯国家从阿拉伯国家选出一名代表。
成员一旦当选，任期两年。安全理事会通过每月轮换安理会主席来确定领导地位。轮换是以姓名的字母顺序为基础的，因此当选的领导人不能被指责为竞选这一角色。
安全理事会的目的是起草会员国必须遵守的决议草案。这与联合国全体成员提出的建议不同。联合国必须支持和执行安全理事会的决议，包括在需要时提供联合国维和部队。
安全理事会还可起诉和审判被控犯有战争罪的人。它还有权对可能被认为对所有国家的安全或和平具有潜在危险的任何活动进行调查。此外，安理会可能会寻求成员国的帮助，开始实施贸易禁运，或切断与某些违反联合国建议或决议的国家的外交渠道。
某些国家曾试图但未能获得安全理事会常任理事国席位。特别是日本一直在游说获得常任理事国资格，但其他亚洲国家，特别是中国，却阻挠了他们的努力。德国也为实现永久包容而斗争。
将这些国家排除在常任理事国之外主要是因为它们在二战中失去了地位。尽管从那时起，两国都取得了巨大的进步，但在成为常任理事国的能力方面仍然存在歧视。日本和德国都辩称，它们拥有以常任理事国身份加入安理会的固有权利，因为它们都是联合国运作的巨大资金贡献者。
